Abstract [sv]

Det ideella engagemanget är idrottsrörelsens viktigaste tillgång. Utan ideella tränare, funktionärer eller kaffeförsäljare, ingen folkrörelse. Svensk idrott skulle intefungera utan de hundratusentals personer som mot ingen, eller blygsam, ersättningreser sig och säger: ”Jag ställer upp!”

Hur mår det ideella engagemanget i dag? Hur har det utvecklats över tid? Hur serframtiden ut – vilka möjligheter har idrotten att behålla sin kanske enda egentligaresurs?

På regeringens uppdrag har Centrum för idrottsforskning (CIF) låtit forskare ochexperter bidra med kunskap och perspektiv i dessa frågor. Resultatet blev sju spännande bidrag, vilka presenteras i denna antologi. Texterna fördjupar sig i blandannat föräldrarnas viktiga roll, engagemanget hos dagens ungdomar samt hursamhällsförändringarna påverkar möjligheten och viljan att ställa upp. Antologininleds med en sammanfattande analys och slutsatser.

CIF har sedan 2009 regeringens uppdrag att genomföra en regelbunden och långsiktig uppföljning av statens stöd till idrotten. Den här rapporten är en del av 2024års uppdrag. Huvudrapporten Statens stöd till idrotten – uppföljning 2024 finnsatt hämta på vår webbplats, liksom samtliga tidigare analyser.

Abstract [sv]

Sedan 1992 har forskare Centrum för civilsamhällesforskning vid Marie Cederschiöld högskola genomfört befolkningsundersökningar för att följa utvecklingen av ideellt arbete och andra former av engagemang. Denna rapport presenterar resultaten från den sjunde undersökningen som genomfördes 2024 vilken är central del av vår forskning om det svenska civilsamhället. Resultaten erbjuder en unik inblick i civilsamhällets mest värdefulla resurs – de ideella krafterna.

Denna första delrapport från den sjunde undersökningen fokuserar på ideellt arbete. Här analyseras omfattningen av och förändringarna i ideellt arbete sedan tidigt 1990-tal och undersöker faktorer som kan förklara varför medborgare engagerar sig ideellt. Rapporten belyser även skillnader i hur ideellt arbete utövas i städer jämfört med på landsbygden.

Abstract [en]

Education has long been an area of political debate in the United States, with politicians and policymakers advocating for distinct societal and/or individual purposes of K–12 education. In this article, we examine the public opinion on the purpose of education, and we explore whether this political divide on the purpose of education is also represented in the broad public opinion. For a sample 19,032 U.S. respondents, we test whether citizens’ partisanship corresponds with their opinions on seven educational purposes. We observe that the public opinion represents a multifunctional view on education and that some but rather small differences relate to partisanship. We frame these findings in the existing literature and postulate avenues for further research.

Previous research has identified sociodemographic inequalities in fire prevention measures. This study examined whether sociodemographic differences persist in the Swedish population concerning fire prevention measures and particularly whether there remains an inverted u-curve related to age in protection habits. Additionally, it investigated whether fire protection practices are influenced by the level of societal protection. The research utilised survey data and register data from The Swedish Civil Contingencies Agency and Statistics Sweden. A latent class analysis was conducted, dividing respondents into four latent classes, followed by two binomial regression analyses. The study revealed three key findings regarding fire protection measures. First, certain demographic groups, namely the young, women, single and childfree households, low-income and low-education individuals, immigrants, and urban residents, are disproportionately lacking optimal fire safety measures. Second, although a safety maturity curve is still observed, older adults in Sweden today are considerably more protected compared to 15–20 years ago, indicating that safety practices employed during middle age continue into old age. Third, a trend is observed where individuals living in areas with more efficient professional rescue services tend to have lower levels of personal fire protection, suggesting a rational choice based on the perceived level of societal protection.

Abstract [en]

In the late 1980s and early 1990s, the Swedish school system underwent a series of reforms that opened up the system for independent schools funded through vouchers. Since then, for-profit firms have gained significant traction and constitute a far greater share of the school system compared to nonprofits. This dissertation aims to contribute to a better understanding of the conditions facing secular and confessional nonprofit schools, both during the establishment process and the day-to-day operations. To achieve this aim, I have adopted an institutional approach which in this case implies that I focus both on formal rules and regulations (i.e., legal framework) as well as systems of beliefs, values, and ideas. The articles included in the dissertation analyze four conditions. First, I point to how confessional schools have always been perceived as deviant and as reducing social cohesion. This remains true regardless of whether the value system of the Swedish school system has been said to rest on a secular or a religious foundation. Second, I show how a lack of a philanthropic infrastructure in Sweden makes it harder for nonprofits to initiate new schools. Third, I discuss how due to the marginal presence of independent schools in Sweden before the school choice reform there is a lack of intermediary organizations giving advice to nonprofit schools regarding best practices and representing them at the political level. Fourth, I show how the design of the legal framework of the school system puts high demands on nonprofit schools to conform both to a bureaucratic logic and a market logic. Taken together, the results point to various conditions that contribute to a situation in which secular and confessional nonprofit schools have difficulties asserting themselves in the Swedish school system.

This paper utilizes the literature on liability of newness and smallness to examine new nonprofit school venture creation and explore what challenges new school ventures face. We ask the following researchquestions: What challenges and obstacles do new nonprofit school ventures face? How do new nonprofit school ventures manage to maneuver, mitigate, or overcome these challenges and obstacles? To answer these questions, we conducted a comparative case studyof three nonprofit organizations operating schools in Sweden. Our material consisted of semi-structured interviews and archival documents. The article illuminates two salient challenges for new school ventures: the need for legitimacy from a diverse set of stakeholders and the marshalling of sufficient resources. To cope with these challenges, the organizations combined an outward conformist strategy with an inward resource replacement strategy. Moreover, even though all ventures experienced obstacles, thecharacter and magnitude of these obstacles differed depending on their mode of emergence.

Abstract [en]

This article aims to contribute to the ongoing discussion on public religion by describing how independent confessional schools were established in Sweden (1795–2019) and by clarifying and deconstructing the dominant ideals that underpin school policy initiatives concerning religion, education, and independent confessional schools. I seek to answer the question: In what way do independent confessional schools appear problematic in relation to general school policy during the period 1795–2019? Employing both descriptive quantitative analysis using register data on independent confessional schools and critical policy analysis inspired by Bacchi’s WPR-approach (‘What’s the Problem Represented to Be’), this study shows that (1) independent confessional schools are not a new or growing phenomenon in Sweden and (2) throughout this study’s focal period, regardless of whether a religious or secular foundation was ascribed to Sweden’s public school system, independent confessional schools were perceived to deviate from public schools’ principal values.

The study provides an overview of published research on nonprofit welfare provision in Sweden and identifies potential gaps for future research. Taking the growing interest in civil society in general and nonprofit welfare in particular as our starting point, the article seeks to answer a series of questions. What scientific perspectives are utilized in the studies? When were they published? What welfare areas are studied? And ”are” the studies primarily concerned with users of welfare services, professionals, welfare-producing organizations or the welfare of society at large? We ana-lyse 161 published studies identified through a systematic search in three academic databases. The results are summarized using graphs and a narrative synthesis. The results show that research on nonprofit welfare provision has grown steadily since the early 1990s. The existing research is primarily on changing political and societal perceptions regarding what roles civil society orga-nizations should assume in a welfare society in transition and how this relates to international trends. Based on these results, we argue that research is lacking on the actual production of welfare services performed by civil society organizations in Sweden, and its significance for individual users, notably concerning research on nonprofit education and healthcare.

We examine the effects of school choice reforms implemented in the early 1990s in two different settings: Sweden and Milwaukee (WI, U.S.). We show how both the ideological and theoretical arguments for choice reform were similar in the two contexts, yet the consequences in terms of the organizational outcome and institutional sector configuration ended up strikingly dissimilar. While the new group of actors in the Swedish school system consisted primarily of large-scale for-profit schools, with only a minor share of the expansion being catered to by nonprofit actors, the Milwaukee school choice program became dominated by small-scale nonprofit schools operated by religious communities. We seek to explicate these differences by drawing on the welfare state literature and social origins theory, as well as from organizational and historical institutional theory. We argue that the resulting composition of providers is directly related to the deep-seated differences in the civil society regimes operating in the two contexts.
