Abstract [sv]

När Socialstyrelsen publicerade förslag till nya nationella riktlinjer för vård vid depression och ångestsyndrom i december 2016 fick de mycket kritik, framförallt i media, av yrkesverksamma inom hälso-och sjukvården samt socialt arbete både nationellt och internationellt. Socialstyrelsen har tagit emot remissvar och ska publicera en slutgiltig version hösten 2017. Syftet med studien var att utforska vilka tankar och idéer som finns om hur vården vid dessa tillstånd ska se ut. Genom en kvalitativ innehållsanalys har studien tagit del av alla remissvar för att svara upp till syftet och undersöka olika inställningar kring förslaget till nya riktlinjer. Bearbetningen av remissvaren har gjorts i omgångar via ett kodningsschema som inspirerats av en perspektivanalys och en strukturerad kategorisering. Materialet har sedan analyserats med hjälp av domänteorin och gör kopplingar till begreppet evidensbaserad praktik. En begränsning med studien är att det inte går att komma åt alla inställningar kring detta ämne endast genom urvalet remissvar. Studien kommer fram till att remissvaren visar på motstridiga åsikter som grundar sig i sammanhanget som de olika aktörerna befinner sig i samt att det är ett vanligt fenomen som ger bredare perspektivspridning och bidrar till samhällsutveckling. Studien kommer även fram till att en reell brist i riktlinjerna anses vara bristen på mångfald av åtgärder samt att tilliten till riktlinjerna och Socialstyrelsen är bristfällig vilket leder till att Socialstyrelsens kompetens ifrågasätts.

Abstract [en]

When the Health and Human services department in Sweden published a proposition for new national guidelines regarding the care of depression and anxiety disorder in December of 2016 they got a lot of criticism, especially in media, from practitioners in healthcare and social work both national and international. The Health and Human services department has received statements of opinions and are going to publish a final version of the new guidelines in the autumn of 2017. The purpose of this study was to explore which thoughts and ideas there is about how the care for these conditions should be. This study has through a qualitative content analysis looked at all the statements the Health and Human services department has received to answer to the purpose and research different attitudes about the proposition for new guidelines. The statements were processed in different rounds thru a coding system that was inspired from a perspective analysis and a structured categorization. The empirics has been analyzed with a domain theory and make connections to the concept of an evidence-based practice. One limitation with this study is that it is not possible to get to all the attitudes regarding this subject from the sample of the received statements of opinions. The study reach a conclusion that the statements show contrarious opinions which is based on the context the actor is in and that it is a common phenomenon which gives a wider spread of perspectives and contributes to social development. The study also concludes that a lack of diversity of interventions in the guidelines is a substantial flaw and that the trust towards the guidelines and the Health and Human services department is defective which leads to a questioning about the department's competence.
