    Abstract [sv]

    Tillit mellan människor är en viktig resurs som kan bidra till att skapa lösningar på bland annat samhällsproblem. Är tilliten lätt att rasera eller är den i grund och botten stabil? Påverkas människors tillit av faktorer i omgivningen där de verkar och bor?

    I Den svala svenska tilliten analyseras resultaten från internationella studier men framför allt från en stor befolkningsundersökning i 33 svenska kommuner. Tilliten i Sverige är hög i ett internationellt, jämförande perspektiv men det finns betydande skillnader inom landet. Detta gäller speciellt den form av tillit som författarna kallar lokalsamhälletillit. Analyserna visar också att såväl ojämlikhet som invandrarrelaterad mångfald är kopplade till lägre lokalsamhälletillit.

    Sega sociala strukturer har historiskt skapat en bred men sval tillit i Sverige. Författarna frågar sig om den kan utmanas och försvagas av förändringsprocesser som märks främst på lokal nivå och om dessa förändringar nödvändigtvis är av ondo.

    Abstract [en]

    Co-production is a term that has been used to describe arrangements where receivers of services are also involved in producing them. This type of arrangements can be found in a wide range of services and situations, which has stretched the concept of co-production to a point where its meaning is becoming less clear. This paper presents research on co-production from two very different service areas that will show both commonalities and differences in the interpretation of the concept. What is at the core of the concept and how can co-production be transferred from one service area to another? These are questions addressed in this paper, using existing research on childcare and addiction treatment and in Sweden.

    Den svenska välfärdsstaten har under senare år reformerats på ett sätt som skapat omfattande valfrihetssystem för tjänster inom vård, skola och omsorg. Motivet till detta har varit att individualisera tjänsterna på ett sätt som ger ökad personlig frihet och konkurrens som leder till högre effektivitet och bättre kvalité. Men är just valfrihet på kvasi-markander det enda sättet att nå detta mål? Denna artikel undersöker hur medskapande (co-production) kan användas för att nå samma eller liknande mål. Med hjälp av resultat från ett forskningsprojekt undersöks möjligheterna med medskapande med hänsyn till dess olika effekter på produktionen av välfärdstjänster och vad Marshall kallade det sociala medborgarskapet. Resultatet visar att både kvasi-markander och medskapande har sina begränsningar i hur de fungerar – särskilt i relation till marginaliserade grupper – men att medskapande har möjlighet att förena individualisering med social sammanhållning om den politiska viljan finns.

    Sweden has in the last 20 years undergone an extensive process of marketisation of its home care sector. Where the public sector once was the only provider of home care services, there is now a wide array of different, private alternatives for older people to choose from, using their publicly funded voucher. The publicly funded home care services in Sweden are, in other words, to a large extent organised according to the principles of a quasi-market. Older people with care needs are therefore now considered to be consumers of home care since they are expected to make an informed choice of home care provider according to their own preferences. This paper studies the extent to which older people with care needs assume this role and how they do it, using Hirschman's well-known theory on ‘exit, voice and loyalty’ and theory on the difference between care and market logic. The study is based on results from a research project using telephone interviews to ask a large number of older people in three Swedish cities about their experience of making this choice. The results show that they had difficulty understanding how to choose and what the purpose of the choice was. The conclusion of this study suggests some possible reasons why policy makers in Sweden continue to favour the freedom-of-choice model in spite of these poor results.

    The aim of this article is to explore how charitable giving is structured in a universal welfare state. The article presents new data based on more than 200 national fundraising campaigns in Sweden during the past 60 years. The varying success of these campaigns for different causes creates a historical pattern of charitable giving under a social democratic welfare regime. Which causes are still considered urgent and appropriate for donations in a country where welfare is considered to be a social right, and how have these attitudes developed over time? More specifically, the article analyses differences in the success of campaigns for domestic and for international causes, including several subcategories of campaigns. The results not only show that Swedes give considerably more money to causes not addressed by the state but also that charitable giving in Sweden is increasing for all types of causes.

    Valfrihet i välfärden synliggör som få andra frågor en spricka rakt igenom den svenska politiska scenen. Valfrihet må vara ett enda begrepp, men det tillskrivs många egenskaper och väsensskilda konsekvenser.

    Tillsammans med forskarkolleger har Johan Vamstad undersökt hur valfriheten ter sig för de medborgare den gäller. Vi får möta den i praktiken och inte bara i teorin: möjligheten att välja eller låta bli, att välja utförare av tjänsten, att välja innehåll i tjänsten och att välja om. De områden som studerats är hemtjänsten, gymnasieskolan respektive missbruksvården i tre svenska städer med lång erfarenhet av en omfattande valfrihet i välfärden: Helsingborg, Nacka och Västerås.

    För att jämföra den valfrihet som når medborgarna med politikens avsikt får vi lära känna hur politiker och tjänstemän på kommunal nivå resonerar. En viktig bakgrund ges i definitionen av begreppen ”frihet” och ”valfrihet” och en genomgång av deras politiska historia i Sverige från 60-talet till idag. Vad har man menat med ”valfrihet” och vem har drivit frågan? Stora skillnader visar sig i situationen för personer som väljer de olika tjänsterna, liksom skillnader i hur kommuner förhåller sig till uppgiften.

    Kapitlet om valfrihet i missbruksvården är skrivet av Kerstin Stenius. Kunskapen boken förmedlar om den nya välfärden kan fylla den stundtals hårda debatten om valfrihet med innehåll och viktiga nyanser.

    Civil Society and Political Participation: What Type of Political Participation is Influenced by Community Level Involvement in Civil Society?2014In: Swiss Political Science Review, ISSN 1420-3529, Vol. 21, no 1, p. 140-157Article in journal (Refereed)

    The aim of this paper is thus to further explore the relationship between involvement in voluntary associations at the community level and specific forms of political participation. We pose the following questions. Do voluntary associations contribute to specific forms of individual political participation in a consociational context? Do voluntary associations encourage forms of political participation aimed at directly interacting with the policy process, or do they promote extraparliamentary forms of protest? The study contributes with testing three different measurements of community level involvement in voluntary associations and their correlations with individual level political participation. The empirical data is based upon a mulitilevel sample of 4232 individuals located in 33 different Swedish municipalities. Results show that only direct contacts with local elites are significantly correlated with community level participation in civil society organizations. This result may be interpreted as indicating that local voluntary associations contribute to the local political culture.

    Abstract [en]

    This article analyses the effect of immigration-related diversity on different forms of trust through the hierarchical analysis of three levels of approximately 5,000 respondents nested in over 800 neighbourhoods and 33 municipalities. The data set is based on a unique survey that was specially designed to measure different forms of trust and to test the effects of context. Building on previous findings about the effect of diversity on various forms of trust in Sweden, we discuss three mechanisms through which diversity may drive down community trust in diverse settings – dissimilarity, perceptions of unfairness and asymmetry of information and norms – and explore these empirically. In particular, we examine under which conditions asymmetry of information and norms and perceptions of unfairness affect community trust, and how it interacts with diversity. Our analysis reveals that norm asymmetry and perceptions of unfairness affect community trust negatively but the negative effects are more pronounced in the most diverse local communities.

    This article deals with civil society organizations active in the field of family policy and demographic issues in contemporary Russia, using Michel Foucault’s concepts of biopolitics and governmentality. More specifically, so called “daddy-schools” that have emerged in and around Saint Petersburg since 2008, are studied, using interviews and documents. The analysis shows that the organizations work as a complement to the state but have also been able to influence policy, alter legislation and challenge the established assumptions and governmentality of the Russian state concerning parenthood, the “good” father and how to deal with the ongoing demographic crisis and increase fertility.

    History and traditions are important for many civil society organizations (CSOs). However, they have to mediate between their original mission and modern-day realities. This article argues that the concept of decoupling can enrich analyses of how organizations deal with path dependency. Hence, theoretically, the article discusses cross-fertilization between historical and organizational institutionalism. This is illustrated through a study of Swedish CSOs using survey data, interviews and documents. The Swedish popular movement tradition is argued to be a path that is not easily abandoned, and the results show how actors in CSOs find history to be both a resource and a constraint. Furthermore, different decoupling strategies, including both reversed and official decoupling, are used to balance between historical legacies and current challenges.

    How does participation in non-formal learning influence the self-perceived well-being among older adults? This article looks into that issue through a study of people aged 65 years or older who have participated in Swedish study circles. The data analyzed consists of a nation-wide survey of study circle participants.

    The results show that there are beneficial effects from participating in study circles for the well-being of older adults. As could be expected, participants claim that their knowledge and skills have increased but the main finding is the importance of the social dimension of participating in non-formal learning activities. The fellowship created in study circles is both an important motive for participation and an important outcome of having participated. This, however, is not at the expense of gaining new knowledge. Rather, the two dimensions may strengthen each other.

    Non-formal settings appear to provide an environment that has positive effects on the well-being of older adults by fostering a sense of belonging and the opportunity to be part of a fellowship that may work as an aid in avoiding social isolation and loneliness.

    What do we know about fatherhood and norms concerning fatherhood in Russia? This article investigates this question using previous research and the contemporary state-discourse. Family and parenthood have been important parts of the state-discourse during the last decades due to the demographic situation in Russia. However, at the same time, fathers are more or less absent from the discourse while mothers and children are occurring frequently. With this as a background, the role of the father is examined, in the past and in the present. This is done using previous research on Soviet and Russian fatherhood, with the aid of knowledge gained through fatherhood studies in other national contexts as well as current policy documents and presidential speeches.

    The results show that norms concerning fatherhood are closely connected to the sociopolitical context and changes in welfare systems and in the gender contract. The development of fatherhood models differ between Russian and West European, and American, experiences. In today’s Russia there are competing discourses, suggesting that the role of the father is contested. There is evidence of both a marginalized fatherhood model, a legacy from Soviet times, of the traditional breadwinner model of fatherhood as well as of a more nurturing and active type of fatherhood.

    Abstract [en]

    This paper adds to the discussion of how history shapes civil society organizations (CSOs) through an investigation of Swedish folk high schools. We ask: How do CSOs balance between remaining true to their traditions and ideals, and adapting to a changing environment? Theoretically, path dependency, civil society regimes, and new institutional organizational theory are used. The material consists of interviews, surveys and documents. We address how a popular movement tradition affects Swedish CSOs and how they balance between keeping the tradition and handling changes in their environment by using popular movement connections as discursive resources as well as decoupling strategies.
