    Social work and social services in late modernity: The case of Sweden2013Conference paper (Refereed)
    Abstract [en]

    Today, it is becoming obvious that the preconditions for social work – and even social work itself – in Sweden is under renegotiation. While the Social Services Act of 1982 stated that the social services should deploy an overall view in working with clients, a focus upon preventive measures and take active part in the planning of society, the development in recent years has rather been characterized be tendencies towards specialization and by an increased focus upon individualized measures. And today, there are a number of proposals that taken together (if decided) would result in an abandonment of the idea of a cohesive organization for social services within the local municipality. However, the debate on these changes has so far been limited. This project takes its departure in that it is important to conduct a thorough discussion on how social work and social services of tomorrow should be organized. The aim is to, by developing a theoretical perspective on social services in late modernity, contribute to the foundations for such a debate. Studying social work practice in late modernity must aknowledge that social work itself developed as a central part of modern society, but also; that the preconditions for social work has changed as modernity itself has been radicalized. For example, alongside the development of social work, there has been strong efforts to strengthen the knowledge base in relation to practice. In recent years, these efforts also questions the foundations for practice. Another example is the increased individualization of social services – which can be seen as a way to adapt social work to a more heterogenous society. Describing the development in the context of late modernity offers a possibility to avoid the dichotomy of modernity vs postmodernity. Instead, the development is viewed more as an open-ended process.

    Abstract [en]

    This dissertation examines the relationship between knowledge, practice and policy within a specific area of social work, namely, social intervention to ameliorate the problem of homelessness. In the thesis, the ambition shown in recent years to lay the ground for an evidence-based practice in social work is discussed as an expression of late modern attempts to deal with the contradictory character of scientific knowledge.

    The work is composed of four separate studies along with an introduction. The first study considers the present state of knowledge concerning those groups readily described as “the most vulnerable” in that they often have a diffi¬cult complex of problems. The social conditions of these groups can only be examined to a limited extent with the help of traditional methods, however, so that our knowledge of their situation is poor. The group of the homeless seems largely to have remained unchanged during the most recent decade; but results of various studies suggest that the vul¬nerability of the group has increased, which is to say that even if the group has not increased in size, their social situa¬tion has definitely become worse.

    In the second study, a more in-depth discussion is advanced of methods and definitions concerning the charting of groups with a weak position in the housing market. Starting from a review of the various research methods presently in use, a model is sketched for future investigations that might more adequately provide the evidence-based information for making informed decisions.

    The third and fourth studies deal above all with the effectiveness of social interventions being made to come to grips with homelessness; how these strategies have evolved and the role of knowledge in them. The goal of the third study has therefore been to describe how knowledge and social work practice have developed respectively, and above all, to shed some light on their relationship. A review of social work journals dated 1965-2000 shows that only a very few of the relatively small number of articles dealing with homelessness could in any way directly form a basis for the planning and implementation of social interventions. In Stockholm Municipality, also during this period, several special programs were instigated to boost the development of knowledge in the field; but the connections between this accu¬mulation of knowledge and any implementation in actual social interventions remains unclear.

    The fourth study uses interview material to describe the social work being carried out to combat homelessness in four Swedish local government districts and to discuss any differences between them, where a clear difference did emerge between the larger and the smaller districts. The larger local governments had created special organisations for work with homelessness issues, which had even brought with it the allocation of special resources for the build-up of knowledge; but not even here is it possible to state that any cumulative build-up of knowledge has taken place. An in-depth case study of the discussion carried out in Stockholm Municipality concerning a proposal to create a special knowledge centre suggests that these questions are also deeply influenced by the local political context in which it would be used.

    In the introductory section of the dissertation, the aim is to relate the four studies to a broader discussion. The vari¬ous strategies being developed for increasing the evidence basis for social work with the homeless are discussed, taking a point of departure in Ulrich Beck’s contention that in spite of contrary intentions, more knowledge tends to involve the risk of added uncertainty. Also treated in this context is how an earlier dominant tradition of knowledge – inspired by social medicine – has come to diminish in importance, while another – more directed towards the results and effects of social interventions – has grown.

    Abstract [en]

    Linköping Municipality has for a number of years been practicing a model which means that social services are offered without foregoing assessment. In this way, the ambition is to make social services more accessible and to move away from those bureaucratic procedures associated with a needs assessment process. Authorities with responsibility for supervision over social services has argued that this practice is not compatible with current legislation.

    To benefit from welfare services without a needs assessment raises a number of fundamental questions: Where is the line between trusting the free will of the individual, and the possibilities of using scientific methods as the basis for deciding what measures to take? What does different ways of organizing social work practice mean for service users as well as for social workers?

    These questions are studied in a project at Linköping University during 2014-2016. Our presentations aims at describing the project and presenting some preliminary results.

    Abstract [en]

    In recent years, a number of studies have shown that the scientific base for Swedish social work is weak and that methods for evaluation of practice are poorly developed. As a response to this, the government has made significant efforts to develop evidence-based practice (EBP) within social services. However, these efforts have so far been characterised as a top-down project, and as several authors have concluded, they have not proved productive. Therefore, they must, it is argued, give way to EBP where the role of the profession is central. This article should be seen as a contribution to the discussion of this alternative route. We try to tackle the crucial question about how the knowledge base for social work practice can be strengthened, and we discuss a model for developing education and research in collaboration with social work practice. In this, the tradition of Practice research has offered important points of departure.

    Abstract [sv]

    Civilsamhället, bestående av en mängd ideella organisationer med social inriktning, är idag ett högst aktuellt forskningsområde och ideella organisationers betydelse debatteras flitigt i olika forum. Tjejjourerna är en del av civilsamhället och en växande rörelse, sedan den första såg dagens ljus 1996. Studier har visat att upplevelser av god psykisk hälsa skiljer sig anmärkningsvärt mellan tjejer och killar. Tjejer lider oftare av psykiska och psykosomatiska besvär och blir oftare utsatta för sexuella övergrepp, vilket är några anledningar till tjejjourernas existens. Det här är en kvalitativ studie med syftet att undersöka hur aktiva i tjejjourer ser på tjejjourers funktion och villkor. Frågeställningarna handlar om funktion för målgruppen och i förhållande till andra aktörer samt hur relationen mellan funktion och villkor beskrivs av aktiva i rörelsen. För att försöka besvara frågeställningarna genomfördes åtta semistrukturerade intervjuer med tio personer engagerade i tjejjoursrörelsen.

    Vår analys av informanternas utsagor kopplade till civilsamhällesforskning, ledde till slutsatserna att tjejjourers funktion kan bestå i vara ett komplement till offentliga insatser samt att vara en röst för målgruppen. Funktionen som röst tar huvudsakligen sitt uttryck i form av opinionsbildning i frågor om jämställdhet och unga tjejers utsatthet. Något som tycks utmärkande i funktionen som komplement är möjligheten till anonymitet, vilket verkar kunna innebära en annan typ av bemötande än vad som är möjlig hos offentliga och privata motsvarigheter. Tjejjourerna skiljer sig även från andra aktörer på så vis att de har en gemensam ideologisk tolkningsram som får konsekvenser för hur de förstår unga tjejers utsatthet och deras sätt att arbeta, ett arbetssätt vi uppfattar som empowerment-influerat.

    Angående tjejjourers villkor upplevs det problematiskt att tjejjourers finansiering består av kortsiktiga ekonomiska bidrag eller öronmärkta projektmedel som leder till svårigheter att bygga en långsiktig och kvalitetssäkrad verksamhet. Utveckling inom tjejjoursrörelsen att anställa personer ses som en möjlighet samtidigt som det ställer krav på tydligare strukturer och en uttalad ansvarsfördelning för att undvika interna konflikter. Korta anställningar där verksamheten byggs upp kring en individs funktion, riskerar att gå ut över den målgrupp som tjejjourerna har ett uttalat ansvar gentemot.

    Abstract [en]

    The occurrence of poor EU citizens begging to improve their financial situation has become a common sight in Sweden. The freedom of movement of persons within the EU means that people from less privileged countries in the European Union have the possibility to temporarily leave their home countries to beg in the streets of Sweden in order to create a better life for themselves and their families. They live a challenging life and many of them they lack access to human rights such as running water, sanitation and health care as well in their home countries as in Sweden. Despite this, there is little knowledge about their own perceptions of their life situation and stay in Sweden. The aim of this study is to explore the experiences of EU citizens begging in Sweden, how they perceive the act of begging and how it affects their well-being. Data was gathered through 9 semi-structured interviews conducted on Romani chib using an interpreter. The interviews were recorded, transcribed and analyzed using qualitative content analysis. The theme shame and the feeling of not having any other choice but to beg for their livelihood is what emerges most clearly in the result. Furthermore, the participants feel physical and emotional stress due to begging, but they also feel joy and gratitude as begging and the money they receive gives them the opportunity to give their children a better life and future. To discuss the empirical result, Johan Asplund's theory of social responsiveness and asocial responselessness, as well as Marcel Maus’s theory of the gift exchange have been used.

    Abstract

    The Sakhi Resource Center is at the moment conducting an educational program for adolescent girls and village health care workers in the district of Trivandrum, Kerala. Gender and sexual reproductive health are taught among other things. Classes are structured in a participatory way, giving the girls the opportunity to develop and practice their leadership and organizational skills among other things. One of the aims of The Project is to increase the confidence and sense of coherence of the girls and thus raise their ability to act in an empowered way in their societies. Another is to educate and engage health care workers out in the villages. The health care workers are Facilitators in The Adolescent Project. The Facilitators are both being educated by the Project staff and then themselves educating adolescents in The Project.

    The purpose of my study has been to evaluate the role of The Facilitators in The Project with the focus on gender. My research method is case study, and my empirical results are based on observations and nine in-depth interviews with The Facilitators. I have also studied Project Documents. I have used gender theory and theories of empowerment along with postcolonial theories of intersectionality. The Facilitators have a key-function here as after the project they are intended to continue conducting classes in the villages. I have found for example that the motivation to become a Facilitator in the Project can often be traced back to personal experiences from adolescence. I have focused on the Facilitators’ attitudes and found a tendency for them to promote arranged marriages and set limits on gender equality. I have also focused on how the Facilitators experienced results gained from the Project, both for them themselves and for the adolescents. In the analysis I have suggested that Sakhi could put more emphasis on the student role of The Facilitator to ensure gender sensitive project running in the future.

    Abstract [en]

    In December 2001 a serious crisis struck the Argentinean society, which resulted in political, economical and social consequences. One of these consequences was the social mobilization that occurred as an expression of the desperation of the citizens, as well as a strategy to save their situation. One of the social mobilizations was the recovered factories (ERT, Empresas Recuperadas por los trabajadores). Former employees occupied and recovered their factories when they went bankrupt and the former owners had fled the country. They started workers cooperatives and were after a long and hard struggle, legally allowed to run the factories by themselves.

    We went to Buenos Aires to approach this subject and too seek knowledge about the context in which this has occurred and find out what results this has had for the workers. Regaining power of one’s own situation like the workers did can be compared to Empowerment. They defined their own situation, formulated methods for change and with their own power tried to reach their goal. As social workers and students of social work, we have encountered the term Empowerment several times. We have though found the term being both ambiguous and complex, at the same time as the empowerment focused social work is expressed in different and sometimes contradictory ways. To understand those processes the workers have gone through from a Swedish welfare perspective, one has to understand certain parts of the Argentinean history and society. We have visited a workers cooperative at the printing office Pompeya and have asked them about how they sense that their living conditions have been affected by the crisis and the occupations. The living conditions have changed in different ways. They have been strengthened since they recovered their jobs, on other levels they have not changed at all when we compare to their lives before the crisis. On other levels they are worse now than before the crisis. The workers sense of life quality makes their total experience as having good life conditions. Through the processes they have been though they have had a sense of empowerment and to make it possible following factors have been important: doing together, sharing a crisis situation, following their ideals and being acknowledged for what they have done. The workers experiences become important for how the term empowerment is used in practice. The study gives knowledge about how the social workers attitude to empowerment is important to avoid undermining the term by the power of professionals.

    Abstract [en]

    The purpose of this paper is to examine how professionals in some of Swedens shelterhomes describes what honor related vulnerability involves on an individual and structural level and how the honorcontext and society affect men 's and women's opportunities for inclusion and participation in the Swedish society. Individuals living in the honourcontext live with a double vulnerability. This means that these individuals are doubly oppressed, both from the context in which they live but also the society has a contributory role of the vulnerability. We have come to the conclusion that there are a lot of embedded discrimination in society. The integration of individuals within the honorcontext is also affected by factors that can be related to the individuals within the context and societies treatment of individuals. Honour related vulnerability has often been associated with cultural norms and violence against women, this paper wants to illustrate how the honorproblems and the integration of these individuals can look like from an individual - and societal perspective. The essay will have a qualitative perspective where we answer the purpose by interviewing professionals from six of Sweden's shelterhomes. The interviews were semi-structured, which contributed to rich stories when interviewees themselves were able to influence what they regarded as important to highlight. The reason we chose sheltershomes was that they could provide the necessary information about honor related vulnerability and integration. We have taken the help of five theoretical bases to explain the problems that exist in some of Sweden's families and to understand how the honorkontext and society affect integration. These theories include the theory of patriarchy and gender, ackultivisation, socialization and the theory of structural discrimination.

    Abstract [sv]

    Denna studie handlar om hur media framställer ungdomsarbetslöshet och arbetslösa unga. Syftet är att undersöka och analysera hur media skildrar ungdomsarbetslöshet. Vidare undersöks även hur stora möjligheterna är för arbetslösa unga, att kunna påverka sin situation med hjälp av media. En kvalitativ innehålls analys används som metod för denna uppsats. Det empiriska materialet består av artiklar som berör ungdomsarbetslöshet, vilka är hämtade från Metros hemsida. Utifrån en strukturell tolkning tematiseras resultatet och analysen drar kopplingar med dagordningsteori samt tidigare forskning. Studien visar att Metro framställer ungdomsarbetslöshet som hög, vilket är reguljärt och förutsägbart. Lönesänkningen för unga är det rådande temat som förekommer i diskussionen om minskningen av ungdomsarbetslöshet. Detta fick mer genomslag än teman arbetserfarenhet, eftersom det väcktes kontroversiella debatter. Vilket kan tolkas som McCombs kallar för ”bra historia”(2006, 147). Det är sådana företeelser som journalister söker efter. Diskussionen om lösningar på ungdomsarbetslöshet som helhet har en negativ inställning, vilket skulle kunna influera människor som inte är unga och arbetslösa, denna förklaring är utifrån McCombs orienteringsbehov. Att arbetslösa unga framställs som en marginaliserad grupp innefattar vissa komplikationer. I textinnehåll med arbetslösa unga förekommer det inga motstående ramar. Det är delvis utifrån stödjande ramar och delvis utifrån en liknande komplex och motsägande ram. Eftersom denna ram utgår från journalisternas egna uppfattningar av arbetslösa unga. Det framgår att varken politiker eller Metro är intresserad av att sätta ungdomsarbetslösheten på dagordningen. Inom den politiska diskussionen förkommer det både stödjande och motstående ramar men det visar på en komplex och motsägande ram, eftersom ambitionen att lösa ungdomsarbetslöshet värderas mer framför de arbetslösa unga. Ingen tydlig inställning till prioriteringen av ungdomsarbetslösheten har hittats eftersom det förekommer både negativa och positiva åsikter som i slutändan jämnar ut. Metro exponerar ungdomsarbetslösheten i en ganska begränsad utsträckning och det som väcker medias uppmärksamhet är företeelse som statsministerns fel ordval. Detta är återigen vad McCombs kallar för ”bra historia”(2006, s 147). Därför kan man dra slutsatsen att dagordningen för ungdomsarbetslöshet inte sätts av politiker eller Metro. I analysen framkommer det att merparten av ungas röster innefattar både en negativ betoning och en svag förtroende om att hitta ett arbete. Återigen skulle denna röst, enligt McCombs, influera människor som inte är arbetslösa unga(2006). Däremot visar resultatet att ingen av aktörerna från medieinnehållet reagerar på detta. Vilket kan förklaras med att ungas röster syns i för liten omfattning för att kunna påverka dagordningen.

    Abstract [en]

    This is a qualitative study based on interviews with mothers who had children between the age of 17 and 19, and also on one interview with an informant. The study’s theoretical starting point is Erikson's identity theory, the life course perspective, intersectionality and the feminist perspective. My results show that the young mothers feel that they are in contrary to the prevailing values of at what age it is normal to have children. They feel that their relationships to friends have been affected and that they cannot fully identify with their friends in the same age, at the same time that they feel they cannot, or do not want to enter the adult world. The young mothers have also experienced that people want to reprove them. In our culture, there are prejudices against young mothers, they are seen as irresponsible and selfish, which means that young mothers need to behave perfectly and impeccably to prove to their surroundings that they are good parents. This results in that young mothers are struggling to fit into the parental role, and try to make it appear as if everything is good. A further result is that half of the respondents have experienced discrimination on the basis that they are young mothers.

    Abstract [en]

    There is much said about how to support a client as a social worker. Much is based on the country's politics, structure, organization, norms, but also on the values, knowledge, and responsiveness of social workers. When a country is exposed to poverty, social work takes a certain kind of shape and direction based on several viewpoints. The world has its eyes on developing countries with many poverty reduction recommendations, but how do social workers, living and working in a country with high poverty, express their reality?                       This study aims to, in a Philippine context, examine professional social workers perception of poverty and identify their approach to poverty alleviation and clients living in poverty. A qualitative study, with eight semi-structured interviews was hold plus one group interview including two respondents. All respondents were professional social workers that worked with poverty reduction in various ways. The thematic analysis was made with the framework of Human Development and Amartya Sen’s Capability Approach theory. The result shows that the efforts to reduce poverty in the Philippines require long-term thinking where respondents' mostly have the task of changing communities and clients' values. The respondents’ perceptions of poverty is that it is a condition that can be changed as long as the individual living in poverty makes active choices. The conclusions show that the major approach the respondents have, is to work with clients potentials and mindset by aware them to see what they actually can do for themselves. Almost all of the respondents use their own background as a motivator to support clients out of poverty and they approach their clients with patience, attention, belonging, and love, which can lead to minimizing obstacles that may be in the way of increasing the well-being of clients. On the other hand, the results show that it is the individual's responsibility to change his or her situation and a common perception among the respondents' is that education is the key to reduce poverty.
