    Abstract [en]

    The purpose of this paper is to increase our understanding of what constitutes a good leadership in social work. The questions I've chosen are: what competencies are important for a leader in social work? What values and/or ethical principles are important to have/follow as a leader in social work?

    To get an insight into how you look at leadership in social work in a Swedish context, I have made interviews with fifteen leaders, each and every one of them working within the field of social work. In the interviews I ask open-ended, yet somewhat directed questions, to figure out what characteristics and principles these leaders regard as the foundation of a good leadership. To broaden the studies knowledgebase I've also read, analyzed and summarized previous studies on the subject. I will use these studies to broaden my discussion by looking at similarities.

    The leaders have been given a chance to communicate what characterizes a good leader within social work. The main goal of the interviews has been to uncover what characteristics, competencies and ethical values/principles these leaders regard as important. The results clearly show that it's important with education and competencies within leadership. They also show the importance of other competencies such as and understanding of economics, psychology, behavioral sciences, conflict management, etc. Furthermore the interviews show that the softer values and ethical principles such as equal rights, empathy and having a salutogenic perspective are given more focus than education and competence.

    This study shows that leaders in social work praise the transformal leadership model and strive to act according to it themselves. The majority of Swedish leaders in my study don't think there's a difference between leadership in social work versus leadership in other professions. This separates Swedish and American leaders, where a majority of the latter think there's a difference.

    Abstract [en]

    Stress-related disorders have increased and accounts for the longest duration of sick leave. Changes in the health insurance system and decisions to reduce the sick-leave have had consequences such as an increased number of rejection of sickness benefits.

    The aim of this study was to investigate the experience for people having a stress-related disorder and being rejected sickness benefits from the Social Insurance Fund, to describe and understand the importance for their disease image and recovery. The study is qualitative and has been conducted through semistructured interviews with five participants who suffered from stress-related disorders and received a refusal of sickness benefits from the Social Insurance Fund. The material gathered through the interviews has been analyzed with Ulrich Beck’s theory of risk society and Randall Collin’s theory of symbolic interaction-chains and previous research.

    The result of this study indicates that the refusal of sickness benefits affects the recovery rate negatively for the participants in the study. The participants felt that the refusal extended the disease time, and they experienced reduced opportunities to recover and a worse diseases image. The result also shows a consistent picture of the experience of receiving a refusal of sickness benefits from the Swedish Social Insurance Agency. The participants do not feel that the case officers at the Social Security Fund believe them and thus they feel offended.

    Studien har som syfte att öka kunskapen och förståelsen om vilken potential professionell gestaltning har i ett socialt förändringsarbete. I studien använder jag mig av en kvalitativ metod då jag intervjuar tre skådespelare från en teaterensemble och genomför en fokusgrupp med socialarbetare. Bearbetning och analys har skett enligt organisationsteori och nyinstitutionell teori. Samspelet inom och mellan de olika grupperna har jag tolkat utifrån den symboliska interaktionistiska teorin.

    Studien har kommit fram till att socialarbetarna är positiva till de arbetsmetoder som teaterensemblen använder sig av i sin gestaltning. De menar att det sociala arbetet skulle kunna ha hjälp av dessa metoder. Det är den professionella gestaltningens emotionella språk och dialog som är det främsta verktyget för att nå fram till människor och förmågan att beröra. Studien har funnit att det finns knytpunkter som förenar båda dessa professioner till ett potentiellt framtida samarbete. Men studien pekar även på svårigheter med att föra dialog mellan professionerna då organisationernas olika strukturer och omgivningen ställer olika krav på verksamheterna.

    Det sociala arbetet har historiskt sätt haft en marginell plats inom hälso- och sjukvård trots att det finns tydliga kopplingar mellan människors välmående och deras sociala situation. Inom psykiatrin är kuratorer den enda yrkesgruppen som är utbildad inom socialt arbete. Kuratorerna spelar därför en viktig roll när det kommer till att tillvarata patienternas rättigheter. Samtidigt visar forskningen att det finns en otydlighet kring kuratorernas roll och att arbetet har rört sig från att samordna sociala resurser till att arbete mer terapeutiskt.

    Det övergripande syftet med studien har varit att ta reda på vilken plats det sociala arbetet har inom den psykiatriska heldygnsvården genom att undersöka hur kuratorer ser på och beskriver sitt arbete.

    För att besvara syftet har det gjorts 5 kvalitativa intervjuer med kuratorer inom den psykiatriska heldygnsvården. Resultatet från intervjuerna har sedan kopplats till tidigare forskning och analyserats med hjälp av begrepp hämtade från makt och professions teori.

    Undersökning visar på att kuratorernas arbete inom den psykiatriska heldygnsvården kretsar kring att hjälpa patienterna med deras sociala situation. Det sociala arbetets utrymme är dock mycket begränsat och till stor del knutet till kuratorernas position och deras förmåga att integrera det sociala perspektivet.

    Abstract [en]

    Detta paper presenterar preliminära resultat från ett pågående explorativt forskningsprojekt om barn som sociala aktörer i möten med familjerätten. I fokus står barn som upplevt pappas våld mot mamma. Sedan 1996 åligger det den som vid en rättslig tvist mellan ett barns föräldrar verkställer en utredning om vårdnad, boende och umgänge att, om det inte är direkt olämpligt, undersöka ”barnets inställning” och redovisa den inför rätten. Det finns för närvarande en begränsad kunskap om hur barns upplevelser av våld hanteras i dessa utredningar. Syftet med projektet är att ge en fördjupad kunskap om utsatta barns deltagande i familjerättsliga utrednings-processer. De resultat som presenteras här gäller utredares konstruktioner av utsatthet och risker för barn som upplevt pappas våld mot mamma. Vi diskuterar i vad mån dessa konstruktioner kan förstås som uttryck för dominerande diskurser inom fyra olika domäner av politik-praktik i Sverige idag: ”våld i nära relationer”; ”barnskydd”, ”vårdnad, boende, umgänge” respektive ”behandling”.

    Work group characteristics and professional learning processes in the field of men’s violence to women2007Conference paper (Other (popular science, discussion, etc.))
    Abstract [en]

    The paper is based upon ongoing research on professionals’ conversations with children in legal conflicts regarding child custody, contact or residence, with particular focus on children whose father is violent to the mother. Drawing upon group interviews with staff at four work places in Sweden specialised in family law investigations and mediation, we outline different work group characteristics, and discuss what these may mean for learning processes regarding a topic relatively new to the profession, such as men’s violence to women and children’s position in these families. It is argued that the types of groups identified – ‘homogenous and maintaining’, ‘heterogeneous and maintaining’, and ‘homogenous and development-oriented’ may represent different stages of a learning process in this field. Furthermore, that work group characteristics may enable or obstruct further change in a somewhat surprising pattern. We also link the different types of work groups and their learning processes to the wider societal context, specifically discursive shifts in Sweden as regards family law and men’s violence to women.

    Abstract [en]

    The aim of this study has been to increase knowledge about social and political trust among parents with intellectual disabilities - ID - which can be understood as a consequence of, and a reason for, the challenges facing parents and professionals in creating a partnership. People with ID tend to be stigmatized and have a history of bad experiences with authorities and social services, which generally makes them “distrusters”. They are aware of this stigma when they become parents, and have a tendency of denying their need of support because of the fear of losing custody of their children.Nine social workers have been interviewed about their experience of working with parents with ID. The data was placed into three categories and analyzed through the framework of trust and social capital. These categories were: Support from the social network, Customized support from professionals and Knowledge and attitudes. This study shows that community participation such as parent groups gives the parents a chance to increase their social trust by expanding their social network. Their special needs require customized support for developing parenting skills, where the alliance with the social worker as a part of the social services can increase their overall political trust. This study also shows that the attitudes of the professional is an essential part of solving the problem with distrust. The stigmatization the parents are facing makes it challenging to change their status in society, as well as their deeply rooted lack of social and political trust.

    Denna studie handlar om socialarbetares egna uppfattningar kring reflektion i deras dagliga arbete i socialtjänsten. Syftet med studien är att undersöka reflektionens betydelse inom socialt arbete i socialtjänsten. Studien har en abduktiv ansats och är genomförd med kvalitativa semistrukturerade intervjuer. Det empiriska materialet som har analyserats består av sex intervjuer med sex socialsekreterare/biståndshandläggare inom socialtjänsten i en kranskommun till Stockholm. Intervjuerna har analyserats utifrån en teoretisk referensram kring begreppet reflektion. Studiens resultat visar att reflektion kommer till uttryck på flera olika sätt i det dagliga arbetet och är en naturlig och viktig del i intervjupersonernas arbetsdag. I det praktiska arbetet sker en ostrukturerad reflektion; på egen hand och spontant tillsammans med kollegor eller mer strukturerat; vid inplanerade tillfällen under ledning till exempel i handledning och möten. Vidare framkommer det i resultatet att innebörden av reflektion handlar om ett lärande och ett välmående i arbetet. Intervjupersonerna beskriver att reflektion behövs då det sociala arbetet är komplext och känsloladdat samt att varje klient och dess problematik är unik.

    Abstract [en]

    Background: In Sweden, approximately 60,000 people are diagnosed with some sort of cancer every year. Of those, one-fifth are parents with minors. A cancer diagnosis can create great uncertainty for the diagnosed patient and their families. It is important, for many cancer patients, to receive psychological support and that the healthcare professionals, including counselors, who work with this patients possesses the knowledge required to be able to help them in the best way.

    Aim: I wish to highlight the various copingstrategies and provide greater insight into how parents, diagnosed with cancer and having young children, manage and experience their situation. I also want, from a gender perspective, to see if there are any similarities or differences in how mothers perceive their situation compared to fathers.

    Method: Descriptive literature review of 9 scientific articles.

    Results: Many of the coping strategies that parents used was focused on protecting their children. For instance, the parents would hesitate to talk to their children about the diagnosis because they felt that they lacked knowledge on how to talk to children about such a difficult subject In a good way. That led, in some cases, to the fact that some parents concealed the diagnosis or embellished the truth to their children. It also emerged from the study that procedures was one of the most common copingstrategies and seemed to have a positive effect on both the sick parent and the rest of the family.One of the differences between diagnosed mothers and fathers was that the mothers found it difficult to balance their own well-being while being a good parent.The guilt that it resulted in these mothers could be linked to how we see parenting. We could potentially link the guilt that these diagnosed mothers felt trying to find the balance between their own well-being and performing the good mother role to the general way we view parenting in our society today to the way we view parenting.

    Conclusion: Continues research must be done on how parents diagnosed with cancer and with minor children experience and manage their situation when there seems to be so little research done in this area. The findings of the literature shows that socialworkers and other healthcare staff must, if they do not already have it, acquire knowledge about how these parents can best talk to their children about cancer. It would also be desirable that the curators had an awareness of how the perception of the different parental roles affects both the individual and its environment during the period of illness. Increased awareness leads to increased understanding and increases the chance for the right help and support.

    Abstract [en]

    The aim of the study was to examine attitudes of healthcare and support workers, in three Swedish primary schools and one special unit for child and adolescence mental health (BUP), towards the social aspects of children and adolescence with suspicion of attention deficit hyperactivity disorder (ADHD). The study further aimed to investigate to what extent the health services provide opportunities and favourable conditions for stimulating a social perspective when there is a suspicion of ADHD, and what explanations health services professionals give where suspicion of ADHD exists. The study was carried out using qualitative methods and was based on seven semi-structured interviews with social workers and psychologists within educational health and support services and BUP. The outcomes of the interviews were analysed using an organisational theory based on neo-institutionalism.

    The results showed that health services professionals considered the social perspective to be of high relevance when investigating cases of suspected ADHD. Interviewees from different operational areas were able to identify a number of potential causes to a behavior like ADHD in the children’s social environments in addition to the neuropsychological explanation model. A number of potential factors were identified by the interviewees, including the children’s upbringing environment and a lack of resources in schools, where higher and higher demands of independence are put on children and adolescence.

    A majority of the interviewed health care professionals pointed to a high degree of difficulty in applying a social perspective explanatory model to children exhibiting behaviour reminiscent of ADHD due to organisational and economic circumstances. The general view was that this was made difficult due to the lesser or greater influence of particular professional groups, leading to what the interviewees referred to as a one-sided interpretation of behaviour similar to ADHD favouring the neuropsychological model. The interviewees desired a wider perspective when a suspected case of ADHD emerges where one can utilise the different explanatory models to a greater extent.

    Investing in a Formal Relationship: Support Persons’ View of Treatment Involvement Regarding Young Persons in Residential Care2010In: Qualitative Social Work, ISSN 1473-3250, E-ISSN 1741-3117, Vol. 9, no 3, p. 321-342Article in journal (Refereed)
    Abstract [en]

    From the point of view of ecological and attachment theory, professional and non-professional support persons can be an important link between young persons placed in Swedish residential treatment centres (RTC), their families, and staff at the centre. Through interviews with 23 support persons, the aim of the study is to explore characteristics of the relationship between support persons and the young person, and the support persons’ experiences of obstacles to and opportunities for treatment involvement at the facility. The findings show that most support persons describe an emotional relationship with the young person, while a few describe an instrumental one. Most support persons report limited opportunities for treatment involvement, mostly due to facility staff’s non-encouraging attitude, whereas a small group report positive involvement strategies from both staff and social welfare agencies. It is noteworthy that those reporting positive involvement opportunities already have access to the facility because of their professional relation to the residents (e.g. as social welfare officer in charge of the resident’s placement). The importance of staff encouragement of relations between support persons and residents during the RTC placement is discussed.

    Abstract [en]

    This past year, the media has been giving a major attention to exculpatory rape cases. In March 2014 the newspaper Metro started the # NEJÄRNEJ – campaign that examines how the police and courts handle rape cases. This campaign consists of a series of articles commemorating the judgments of the men cleared of allegations of rape. The woman's credibility is questioned; their consent is being misinterpreted and when word stands against word, men’s word tends to weight more. One consequence of this was that it became increasingly difficult for women to prove in court that it was indeed rape. Our ambition for this study is to seek understanding of how the district court justifies its guilty sentences. The purpose of this paper is to highlight the discourse constructed by exculpatory rape sentences from a gender perspective. We aim to achieve the purpose by investigating the subjective criterions of the decision in the evaluation process. Critical discourse analysis is used both as method but also as theory and deals with discursive patterns in the court's decision in acquitting rape cases. In this study, we analyze five texts in the form of sentences of the Swedish district court. The study shows that the district court bases on different discursive and social practices in the evaluation process. These discourses are linked to the so-called gender contract with certain ideas where men define how women should be in different contexts; this discourse sees the woman as the "ideal victim" and says how women should behave before, during and after the women have been victims of rape. An example around the determined performances is about women wearing short skirts and how that can be seen as an invitation to be raped. Further claim the sexological theories that women may voluntarily accept a certain degree of violence. After conducting our investigation, we believe that the district court not only construct discourses about what is normal at a rape crime but also reflects power relationships between the male and female gender and defines how people should behave in this context.

    Abstract [en]

    This study aims to examine how the work of NGOs can be beneficial for teenage mothers’ in the Philippines. We wanted to study why they sought support of an NGO and how their lives were impacted after they made contact with an NGO. Teenage pregnancy rates have been rising in the Philippines and mostly affect the young mothers negatively i.e. they often have to quit school and be financially dependent on their parents. They are a stigmatized group and to understand their situation you have to comprehend how the context in the Philippines comes to affect them. 

    The study was conducted using a qualitative inductive method. By using semi-structured interviews, we have collected our material by interviewing eight young mothers who were in contact with two different organizations. 

    The result of the study shows that the work of NGOs has a significant influence in improving the young mothers’ lives both mentally and physically. When becoming pregnant they get rejected by their social circle and are left on their own because they are viewed as a disgrace. To analyze our result, we have used stigmatization and empowerment as theoretical framework. The study has shown that the environment is crucial for the outcome of their lives and that the organizations’ play an important role in their lives to empower them to take action and start something new.

    Abstract [en]

    We have been in the Philippines where we did a research about child labor. We went to a country in South because we wanted to come home with a deeper understanding of how social work can be practiced in a developing country and to get a bigger global perspective. Child labor is a big subject and therefore we made a demarcation in our research to child labor that we could observe in the urban area Manila. To get answers on our research questions we chosen to do a qualitative study with a triangulation of methods. This means that we used different kind of data collection methods such as, interviews, observation and literature studies. To get interviews we contacted an organization that helped us with contacts on the spot. We interviewed both government and non-government organization to get a broader picture of how they are working with child labor. The observation was made all the time since there were children around us every day, begging or wanted to sell some items to us. The literature was more difficult to find because there isn’t any books about the Philippines in Sweden.

         What we have found out is that child labor is a big problem in the Philippines, but that it is a country with a lot of big problems for example poverty. The children in child labor come from poor families that need an extra income. The children doesn’t only work a few hours a week, they often work so much that they drop out of school. Except that the children is missing out of their education there is also a lot of risks involving in child labor. We have been researching about the children’s situations and how government and non- government organizations are working with the issue of child labor and it´s negative effects on the child’s development. We found out that both ILO and the Philippine government have programs right now to support the goal of a child labor free Philippines. We also found out that there is a big lack of trust for the government. To analysis our results we have chosen two theories, the ecological model of human development and development of psychopathology. Both theories are Western but they can be applied on the Philippines if you have the context in mind.

    Abstract [en]

    The purpose with this study was to investigate school counsellors area of responsibility when it comes to child abuse by parents. To fulfil or purpose we have had an abductive approach and conducted seven qualitative semistructured interviews with school counsellors. The empirical material has thenceforth been analysed through theories about professions, and with support of theories about violence to help us analyse how we can understand child abuse. Through the analysis we identified five pairs of concepts or tensions between different approaches, which constitute the core of our results. Therefore, our results build on the following concepts: (1) Structural or individual focus; (2) Child or adult perspective; (3) Proactive or reactive approach; (4) Generalist or specialist; (5) Divided or connected understanding of child abuse.

    Through our results section we can establish that the school counsellors area of responsibility varies from school to school. This is partly because there are no clear job descriptions, which means that school counsellors themselves shape the work. This liberty of choice means that some counsellors focus their work on structural tasks on a more general and preventively level, and other on individual with more individual counselling. Furthermore, we saw a difference in if they work more proactively or reactively, that is, to what extent they actively work to discover violence towards children or if they only handle it when a child tells the adults. Regardless of their focus we can see that the respondents take their time to see and listen to the pupils, which we interpret as that them having a child perspective. The result shows that the respondents mainly aim to be generalists where they do not specialise in child abuse, and that they indicate a divided understanding about the subject. Because they regard only some types of violence as included in child abuse, they also make a difference in how they work and educate themselves within the school. Lastly, the result show that there is an absence of respondents who work both individually and proactively, which means that in practice all of the respondents place the responsibility on the pupils to speak up about the violence.

    Abstract [en]

    The purpose of this thesis work is to investigate how research on honor-related violence is structured and how this can potentially affect social work. The scientific problem we see is about the fact that the polarized debate regarding honor-related violence is a growing problem, not only in Sweden, but also in other Nordic countries. Honor-related violence is an effect of when the honor becomes affected and the person who is subjected to honor-related violence is controlled by the family´s norms and rules, this can lead to sanctions in the form of mental and physical violence.

    Our research question aims to investigate how research on honor-related violence in Sweden is structured and how the polarized explanations of culture and intersectionality can influence the social work on honor-related violence. We argue that the polarized and shifting explanations of cause for the honor-related violence affect the social work and the education of social workers. The research question and the related issues have been studied through a qualitative inductive research approach and the empirical material has been analyzed based on Laclau and Mouffe’s social constructivist discourse analytical instruments. We analyzed seven research works written by researchers in Sweden. What we intend to study is how these researchers portray and structure honor-related violence based on the two causal explanations of culture and intersectionality. The result shows that the cultural explanation model is more prevalent than the intersectinal line of argument regarding the honor-related violence. The empirical material define the nature of honor-related ciolence in a similar way, but that the explanations of cause separates them.

    Our conclusion is, among other things, that we see how one cannot relate to honor-related violence without looking at culture, but that the intersectional analysis of violence also is necessary in order to be able to absorb all surrounding influencing factors. The intersectional perspective on honor-related violence, however, emphasizes that the cultural explanation becomes a fact when research has not succeeded in solving how social work practice should deviate from a cultural stereotyping when it comes to the issue of honor-related violence.

    Abstract [en]

    The purpose of the study was to illustrate the consequences of the family home for the biological children when there are changes in the siblingship. We found several contradictions in the children's stories, which we interpret as the mission is complex. The change in the siblingship is partly experienced as challenging. One of the challenges for our respondents has been that they act on a new role, which is a process that has taken a long time to handle. The majority of our respondents speak positively about their changed situation and the assignment as a whole. They believe that the increased responsibility that the assignment meant meant that they had a different role in the family that helped them feel more seriously taken. The new role has proved to mean greater freedom, but also given them new opportunities. However, the change has aroused the need to maintain a certain structure within the family and sometimes to get back to what the family did before the mission began. Several of our respondents express a wish for a place of refuge where they have the opportunity to be "common", which we interpreted as before they got a new position in the siblings. The study results indicate that the assignment is complex. The consequence of getting a new position in the siblingship is partly experienced as challenging and partly as an opportunity. Paradoxically, we have found that the biological children, on the one hand, find the mission and the new expectations that come with the new sibling position as liberation, and on the other hand they express a need to let everything be as usual.

         The study has been conducted with nine respondents through both qualitative semistructured interviews via an interview guide and structured interviews in questionnaire. To understand the empirical material, it has been analyzed using several theoretical concepts from system theory and a sociological role theory. We have also chosen to relate empirin to the previous research done on the subject. The starting point of the study has been that the position in the siblings carries a role as there are different expectations of the different roles. The idea that one's position in sibling carries an individual affects an individual makes it interesting to raise the children in family homes to understand important aspects of acting siblings while changing the position that is used to. The study aimed at clarifying how the biological children experienced the change in the siblingship that the mission meant.

    Personer med ADHD finns representerade i hela samhället och inom en mängd olika yrkesområden. ADHD är en osynlig funktionsnedsättning, det går med andra ord inte att se på en persons yttre om hen har ADHD. Det finns idag arbetsgivare som väljer att inte anställa individer som är öppna med att de har en ADHD-diagnos. Det till trots att det kan falla under en av diskrimineringsgrunderna, att ingen får diskrimineras på grund av funktionsnedsättning. Syftet med studien är att öka förståelsen och kunskapen om hur personer med ADHD-diagnos upplever arbetsgivare och kollegors attityder till ADHD. Studien är kvalitativ och bygger på fyra semistrukturerade intervjuer med personer som har en ADHD-diagnos. Det insamlade materialet har analyserats utifrån tematisk analysmetod. Det teoretiska ramverket utgörs av Goffmans teori om stigma och avvikande. Utöver Goffmans teorier utgör även begrepp kopplade till identitet och identitetsskapande en del av det teoretiska ramverket. Studiens resultat visar att ADHD-diagnosen har förändrat hur informanterna ser och förstår sig själva. Resultatet indikerar även att det generellt finns en betydande kunskapsbrist i samhället kring vad ADHD är och hur det yttrar sig. Studiens informanter vittnar om hur de har mött fördomar och negativa attityder gentemot ADHD inom arbetslivet. De beskriver också att det finns en allmän bild bland kollegor av ADHD som informanterna själva inte kan identifiera sig med. Vidare visar resultatet att det finns en oro kring att vara öppen med sin ADHD diagnos då det kan innebära att andras syn på dem kan förändras och resultera i negativa konsekvenser på arbetsplatsen. Resultat indikerar att det finns belägg för oron, då en av informanterna blivit av med sin anställning då ADHD-diagnosen blev känd för arbetsgivaren.

    Community Intervention Team [social insatsgrupp] is a structured collaboration between social services, police, and schools. It is a project that aims to prevent new recruitment of youth into criminal groups, but also to facilitate defections from criminal groups. The study's main aim is to investigate the collaboration between social workers and police officers within the framework of the community intervention teams. The study focuses on the roles of socialworkers and police officers, and the their aspects of support and control. The results show that community intervention teams is perceived as a successful project, but there is also a visible tension between the logics of treatment and the logics of punishment, that both social workers and police officers have to deal with as a part of their collaboration. The study also shows that support and control cannot be separated from one another; which can be attributed to the over all logics of normalization shared by social workers and police officer's in their work with young people. In order to highlight and to problematize the results, the study has mainly been inspired by the new institutional theory that focuses on collaborative processes in organizations.

    Syftet med denna studie är att undersöka hur man som chef i en idéburen organisation talar om hur man arbetar med värdegrund, dels hur den tagits fram och dels hur man jobbar utifrån den i det vardagliga arbetet, och om man anser det viktigt att hålla en tät koppling mellan värdegrunden och det vardagliga arbetet ute i verksamheterna på alla nivåer. Studien har en kvalitativ ansats med semistrukturerade intervjuer. Resultatet visar på att chefernas tal om organisationens värdegrund och arbetet utifrån denna är gott. Det framkommer även att cheferna inom organisationen anser det viktigt att hålla en tät koppling mellan värdegrund och det praktiska arbetet. Intentionen med denna uppsats är att lägga en grund för en senare studie som avser att jämföra chefernas upplevelser av detta med medarbetarnas.

    The study investigates the meaning of deaf competence (knowledge of deaf, sign language and their culture) when deaf people encounter the justice system. The intention is to outline the consequences of the lack of deaf competence. I´ve chosen a qualitative and explorative research approach in order to reach the answers of the study, to examine the respondents’ perception and experience in the encounter with the justice system. Qualitative interviewstudy with deaf people who´s first language is sign language and who´s been in need of support from the society and experienced the lack of deaf competence. Eight people were interviewed and then an analysis was made to interpreted and understand deaf people who´s experienced the lack of deaf competence. As tools during analysis I use everyday racism and audism theoretical smarting points. The conclusion I´ve reached from the respondents is that the treatment they’ve received from the justice system actually isn´t individual actions, due to these individual actions being repeated by various individual people. The lack of deaf competence as a result of the consequences are often become serious and even devastating for some of the respondents.

    In Sweden, the social services’ responsibility for abused women has been reinforced and clarified on several occasions since the 1990s. At the same time, the knowledge of their work is undeveloped. This article analyses the social services’ support for female victims of domestic violence with a focus on organisation, based on the concepts of specialisation and specialists. The study consists of qualitative interviews with 16 social workers in eleven municipalities. The study shows great organisational variation between the municipalities, although most have some sort of specialised units or person-bound specialisation. Colleagues, training and  external supervision are factors the social workers emphasise as important in working with female victims of violence, a social problem described as both special and difficult. The different forms of organisation and specialisation influence the support the social services offer abused women.

    This article examines social workers’ perceptions of the social services’ mission and task as regards support for women who are subjected to violence in close relationships and where the social services are considered to be limited. The study is qualitative and based on interviews with 16 social workers in eleven municipalities. The interviews have been analysed with conventional content analysis. The analysis shows that the task or obligation of the social services can be formulated in two different ways: to offer support to women exposed or previously exposed to violence in close relationships, or to offer support to women who have left or intend to leave a relationship where they have been subjected to violence. In the analysis of social workers’ descriptions of support they offer, as well as the boundaries for what is beyond the social services’ responsibility, three levels can be identified. The first level, consisting of financial support, placements at women’s shelters and a social worker to talk to, forms a sort of core for the work in the social services, which most, albeit to varying degrees, offer. The second level describes forms of enhanced support, and the third level describes such support which only a few state that they work with or where responsibility issues are more diffuse.

    Med startpunkt i Kvinnofridspropositionen från 1997 undersöks i den här artikeln sex statliga propositioner utifrån ett intersektionellt perspektiv. I artikeln diskuteras hur mäns våld mot kvinnor i nära relationer framställs som problem, hur de våldsutsatta kvinnorna framställs och konstrueras samt hur dessa framställningar förhåller sig till lagstiftarens motiveringar till lagstadgat stöd till dessa kvinnor. Analysen fokuseras kring hur kategorier som klass, kön och etnicitet synliggörs i det studerade materialet och hur detta kan förstås i relation till det lagstiftade stöd som formuleras för kvinnorna. I artikeln framkommer att de våldsutsatta kvinnorna framförallt beskrivs som kvinnor. I en del av texterna lyfts grupper av kvinnor (utländska, äldre, missbrukande t ex) upp som särskilt stödbehövande. Det handlar dock inte om en förståelse av hur olika maktstrukturer påverkar kvinnornas utsatthet för våld och deras skilda erfarenheter av konsekvenserna av våldet. Framställningen av den våldsutsatta kvinnan som å ena sidan ”vem som helst” och å andra sidan ”den andra” bidrar sannolikt till att det stöd som formuleras riskerar att inte möta de reella behov av stöd som våldsutsatta kvinnor har.

    Abstract [en]

    The social services in Sweden have become key actors in the field of support for female victims of domestic violence. However, knowledge about what kind of support the social services offer is underdeveloped. The aim of this article is to examine social workers’ perceptions of the needs they meet among female victims of domestic violence, what kind of support they offer to meet these needs, and how they use their discretion to negotiate and justify their work. The article builds on a qualitative analysis of interviews with social workers. The analysis shows that the social workers have a great deal of discretion, as a result of framework legislation and a high status among local politicians and managers. However, both specialisation and a lack of available services limit their discretion. What an abused woman is offered or is entitled to is negotiated and justified depending on, for example, which services are available, whether the woman is considered to have own resources (not only financial but also emotional and practical), and if the social worker is available. Three main strategies for reducing workload are identified: increasing demands for authority decisions, transferring responsibility to others, and placing requirements on the abused women’s actions and attitudes.
