Philanthropy is a critical source of public value across Europe, and its importance has rarely been greater. In recent years, the region has confronted war, a global pandemic, economic crises, and profound political and economic instability. At the same time, the foundations of the liberal democratic order have increasingly been called into question in Europe and beyond. European states, acting individually and within the European Union, have responded to these challenges with political resolve and unprecedented levels of public spending. Yet it has become clear that governments alone cannot meet the full range of humanitarian, social, and economic needs facing European societies (OECD, 2022). Moreover, continued state commitment to many causes cannot be assumed. Political realignments across Europe and other parts of the world have reduced public support for areas that were previously taken for granted, including forms of assistance directed at people in acute and immediate need.
